The monitoring and evaluation system is an integral and critical component of the National Greening Program (NGP). It builds greater transparency and accountability in the use of the project's resources, given its period of implementation. The Department of Environment and Natural Resources (DENR) Region 5 sought support from a third-party technical consultant who can monitor the activities undertaken, work implemented, and services delivered of implementing units under the project. The plantations were established in the Provinces of Albay, Camarines Norte, Camarines Sur, Catanduanes, Masbate, and Sorsogon.
